The Straban Township Board of Supervisors held a public hearing this day, July 7, 2008, 6:55 p.m. at 1745 Granite Station Road, Gettysburg. The purpose of the hearing is to receive public comment on proposed additions to the Ag Security Area.

Present: Troy Martin, Mike Spangler, Sharon Hamm, Wally Davis, Bob Coleman, Jean Hawbaker, Bill Hill, Lawrence & Sandy Martin, Dave Coshun, Jon Priest, Michael Wilhelm, Rich Randall, Frank Thomas, Dave Crowner, Jane Lordeman, Joyce Wentz, Rick Klein, Dan Wise, Dwight Yoder, Debi Golden, Gloria Yohe, Skip Strayer.

Skip Strayer stated that he spoke to the Department of Agriculture and was told that to be included in Ag Security, a parcel must be at least 10 acres, comprise 50 percent in qualified soil types and produce $2,000 in commodities annually.

The Straban Township Board of Supervisors met this day, July 7, 2008, 7:00 p.m. at 1745 Granite Station Road, Gettysburg.

Present: Troy Martin, Mike Spangler, Sharon Hamm, Wally Davis, Bob Coleman, Jean Hawbaker, Bill Hill, Lawrence & Sandy Martin, Dave Coshun, Jon Priest, Michael Wilhelm, Rich Randall, Frank Thomas, Dave Crowner, Jane Lordeman, Joyce Wentz, Rick Klein, Dan Wise, Dwight Yoder, Debi Golden, Gloria Yohe, Skip Strayer.

PUBLIC COMMENT:

Skip Strayer spoke in regards to Journey through Hallowed Ground. Highway beautification prevents signage. People have been denied signs for this reason.

MINUTES:

The minutes of June 2, 2008 were pre-read and approved by motion of Sharon Hamm, 2nd by Mike Spangler, motion carried.

EXPENDITURES & RECEIPTS:

Expenditures dated June 6 & 20 & July 3, 2008 and receipts were reviewed and approved by motion of Sharon Hamm, 2nd by Mike Spangler, motion carried.

ZONING OFFICER REPORT:

1) Working on temporary sign issues at Giant Food and a couple of others.

2) Had issues with grass growth along Woodside Rd., Gettysbrew and Reliant Energy. Working to resolve this.

3) Looking into stormwater ponds. Letters were sent to those that were deficient.

Troy Martin mentioned the Sensations vehicle next to Strausbaugh’s and the vehicles that the Kia Dealer is putting on Dr. Shah’s property. These should be looked into.

RECREATION BOARD REPORT:

Jon Priest stated they will be reviewing the amount of recreation fees collected in other townships. Roy Thomas will be contacting surveyors to get a plan prepared to show improvements at the park.

Troy Martin stated since the agenda is so lengthy, the appearances were put at the end of the meeting. (Dwight Yoder – Re: Review Ideas and Concepts for Commercial Development and Dusan Bratic/John Eckert – Re: Proposed Ordinances).

The Board adopted Ordinance# 2008-01 by motion of Sharon Hamm, 2nd by Mike Spangler, motion carried.

AN ORDINANCE OF STRABAN TOWNSHIP, ADAMS COUNTY, PENNSYLVANIA TO AMEND CERTAIN PROVISIONS OF THE PENSION PLAN OR PROGRAM APPLICABLE TO THE NONUNIFORMED EMPLOYEES OF STRABAN TOWNSHIP

Mike Spangler moved to adopt Resolution# 2008-05 (Ag Security additions), 2nd by Troy Martin, motion carried. Sharon Hamm recused herself.

The Board ratified the rescission of Bituminous Paving’s bid by motion of Mike Spangler, 2nd by Sharon Hamm, motion carried.

Sharon Hamm moved to allow Greater Gettysburg Development to enter into discussions with the Gettysburg Municipal Authority regarding their NPDES permit, 2nd by Mike Spangler, motion carried.

Mike Spangler moved to authorize Bill Hill to review the plan for the Hunterstown Church of God as a field change, 2nd by Sharon Hamm, motion carried.

Sharon Hamm moved to adopt Resolution# 2008-06, 2nd by Mike Spangler (as long as there are no restrictions to landowners), motion carried.

A RESOLUTION SUPPORTING THE PROPOSAL TO DESIGNATE A PORTION OF PENNSYLVANIA BUSINESS ROUTE 15, U.S. ROUTE 15 AND A PORTION OF P.A. 394 TO BE DESIGNATED AS A PENNSYLVANIA BYWAY IN STRABAN TOWNSHIP, ADAMS COUNTY, PENNSYLVANIA

Herman Schulteis & Paul Lemley – Final Subdivision Plan/Planning Module:

The plan proposes to create a single family residential lot along Hoffman Road. The Zoning Hearing Board granted them a Variance.

Mike Spangler moved to approve the Schulteis & Lemley Final Subdivision Plan with a condition that no one appeals the Zoning Hearing Board’s decision by July 24, 2008, 2nd by Troy Martin, motion carried. Sharon Hamm recused herself.

Mike Spangler moved to approve the Schulteis & Lemley Planning Module, 2nd by Troy Martin, motion carried. Sharon Hamm recused herself.

Robert Brougher – Final Subdivision Plan/Form B:

The Board granted Robert Brougher a 90 day extension to resolve a right-of-way issue by motion of Mike Spangler, 2nd by Troy Martin, motion carried. Sharon Hamm recused herself.

Charles Mehring – Final Subdivision Plan/Form B:

The proposed lot would create a 156 sq. ft. lot for addition purposes in Lake Heritage.

Mike Spangler moved to approve the Mehring Final Subdivision Plan/Form B, 2nd by Troy Martin, motion carried. Sharon Hamm recused herself.

PUBLIC COMMENT:

Greg Baron wanted to know if the signage for Journey through Hallowed Ground would be discreet.

Sharon Hamm stated yes.

Skip Strayer stated in regards to open space, that any idiot could tell the difference between a public utility. In regards to regional planning, the township would have nothing to gain. Other townships would love to have our potential. You should consider no regional discussions.

Rich Randall tended to agree with Mr. Strayer, but had a concern about water issues.

Adjournment was at 7:45 p.m. by motion of Sharon Hamm, 2nd by Mike Spangler, motion carried.


The next regularly scheduled meeting for the Board of Supervisors of Straban Township will be held on August 4, 2008, 7:00 p.m. at 1745 Granite Station Road, Gettysburg.
